Why is the First Electron Affinity Exothermic Despite that the atom is neutral?

Yes you are correct.But the atoms which have incomplete outer shells can attract electrons.(the atoms whose outer configuration is nearer to nS2nP6) like fluorine, chlorine,...The electron affinity of inert gases is zero as they have nS2nP6 configuration in their outer shell.
