How do you forgive and move on?

I dated this guy for two years and he asked me to marry him and move to Germany. I wanted to but I couldn't bring myself to because he was an immigrant (African) and not a citizen. Instead of waiting for his paperwork to come through, he dumps me for a native girl for convenience. He called me last night to beg for forgiveness but I just couldn't do it. I feel like I have just wasted two years of my life and I am not a "spring chicken". I know we should move on but it is so hard I don't know how.
