Simcity 4 Deluxe Edition Crash to Desktop?

>I ran SimCity 4 flawlessly in XP SP3 when I was still using it and I have a Quad Core Q9550 cpu. It doesn't have anything to do with multicore cpu's. I even got it to install on Windows 7 Ultimate edition but have never been able to get the terrain editor to work. I did a lot of writing back and for to ESRB games complaining about it, and the fact that their forum is TRASH. I finally wrote a letter to the CEO of ESRB about it, but even after their technical support VP gave me a personal support call, I was not able to resolve the terrain editor in Windows 7. So if that tells you anything - NO, its not a problem with multicore cpu's.
