Will my ZT Affinity computer be able to run Company of Heroes, GTA4, and Empire total war on max settings?

The HD 5450 is too weak to handle those games maxed out. It's not meant for gaming, period. High-end games on a low-end card doesn't work out. Especially GTA IV -- one of the most demanding PC titles. You'd even lag on the lowest settings in that game. Your processor is fine, but why are you on 16GB of RAM? Do you do graphic design for Disney Pixar or something? Or are you an average computer user who doesn't even exceed 4GB? A pointless and useless amount of RAM. Not even games use more than 2.5-3GB of RAM. Anyways, if you want to max those games out in 1920x1080 on Highest settings, then you need to be going with the HD 6950 2GB, or GTX 560 Ti. GTA IV in particular is a video memory hog at any resolution.
